You can do a pea coat at any length, really, just make sure its longer than your shirt. However, a wool trench would look so much better, and you say your skirt is knee length? I would do tights, and boots.
But, pumps would look good too

If the skirt is black, and the shirt is white, do a charcoal coat and black shoes, maybe add a teal or red bag with it, or a big chunky colored beaded necklace just to add a littel color
If the skirt is chocolate, and the shirt is white, do a cream or chocolate coat with chocolate shoes and again, use teal, peach, or pink accessories to jazz it up!
