My girlfriend is 1/4 Chippewa, and we have been together for quite awhile. I know that she gets free college, but if we had children (they’d be 1/8 Chippewa) would they get free college too?

It depends on the tribe’s enrollment criteria. For most grants from the BIA, you must only be a member of a federally recognized tribe. However, scholarships administered by the tribe itself can have other criteria.

Also sometimes people who are not enrolled members of any tirbe but can prove their lineage are eligible for other scholarships. But in this case, you usually have to be 1/4 or more.
